Description of the Scheme:

Micro and Small Enterprises Cluster Development Programme (MSE-CDP)

To support sustainability and growth of SMEs by addressing common issues such as improvement of technology, skills and quality, market access, access to capital, etc.

To build capacity of MSEs for common supportive action through formation of self-help groups, consortia, upgradation of associations, etc.

To create/upgrade infrastructural facilities in the new existing industrial areas/ clusters of MSEs.

To set up common facility centres (for testing training centre, raw material depot effluent treatment, complementing production processes, etc).

Eligibility Criteria:

Group of enterprises located within an identifiable and as far as practicable, contiguous area and producing same/similar products/services Essential characteristics of enterprises in a cluster are

  1. Similarity or complementarity in methods of production, quality control and testing energy consumption, pollution control, etc.
  2. Similar level of technology and marketing strategies/practices.
  3. Channels for communication among the members of the cluster.
  4. Common challenges and opportunities.

How to apply:

Proposal should be sent to office of DC (MSME) through concerned state government. However, institutions of the Ministry of MSME may send proposal for soft interventions/ DSR/DPR directly to the Office of DC (MSME). In case of infrastructure development projects /DPR thereof, State government will submit proposal to the office of DC (MSME). In-principle approval shall be valid for a period of 6 months, and before that it is expected that the project would be ready for final approval In case, final proposal is not received in 6 months, it will automatically lapse, unless it is specifically extended by the steering committee.
